They use the browser's crypto.getRandomValues with rejection sampling, so every value in the range is equally likely with no modulo bias.

Can I get the same number twice?

Only if you turn off the "No repeats" option. With it on, every number drawn is unique, which is what most lottery-style draws need.

Are my numbers sent anywhere?

No. Everything runs locally in your browser and nothing is stored or uploaded.
