Does the order of transform functions matter?

Yes. Transform functions are applied right-to-left, so rotate then translate gives a different result than translate then rotate. This tool outputs translate, rotate, scale, then skew in a consistent order.

What does scale below 1 or above 1 do?

A scale of 1 leaves the element at its natural size. Values below 1 shrink it and values above 1 enlarge it; a scale of 2 doubles its size in both directions.
